The Challenge

The National Regulatory Authority (NRA) instigated a project to ensure access to the detailed, high quality information required to effectively monitor electricity and gas markets and protect consumers. It was also intended to quantify the effectiveness of market opening and competition in these retail energy markets. With constrained resources, the NRA required assistance validating information supplied through a trial phase and ensure suppliers understood their reporting obligations.

Our Solution

IPA provided the required assistance, validating the information provided by suppliers, supporting the NRA’s engagement with the suppliers and undertaking analysis of the high level trends and information provided in their submissions. The results of the analysis were summarised in a Report which also developed recommendations to improve future engagement with suppliers.

As part of this assistance, IPA:

  • Assessed individual supplier’s data against alternative publically available sources, as well as data provided by other suppliers;
  • Identified trends in this data, both at the aggregate and consumer group level;
  • Analysed patterns to enhance the NRA’s understanding of the data and underlying variables;
  • Undertook international comparisons of values, uses and experience in other countries;
  • Recommended enhancements to ensure the information provided and the manner in which it is assessed is robust and consistent;
  • Produced a report summarising the above as a clear record to support the recommendations for further improvements; and

Regularly engaged with the NRA’s staff to ensure knowledge transfer.
